Preparing for Regulation 16 - Formal Submission of the Northill Parish Neighbourhood Plan to Central Bedfordshire Council

27 Aug 2018. The Steering Group has finished amending the draft Neighbourhood Plan ready for approval by Northill Parish Council, hopefully on Thurs September 13th. The Site Assessment report, the Consultation Statement and the Basic Conditions Statement have now been completed and it is expected that they will be approved at the same time.  Once approved, they will be published on the appropriate pages of this website.

Update on progress with the parish wide consultation process (Regulation 14) 

22nd May 2018 Thank you to everyone who attended our Consultation Events held in February, and responded to our Online Survey by April 11th. We received a total of 63 responses, which considering that each respondent had the opportunity to comment on each of our 27 policies and to make general comments, means that the Steering Group has had a lot of work to do in analysing the responses. The Project Team had an initial look through at a two day workshop in late April, and the Steering Group are now looking through and approving any revisions. We hope to complete this process shortly, ready for some work on the text and graphics.

What happens next?

  • A final 6 week consultation is conducted by CBC and an independent examiner is appointed.
  • The Neighbourhood Plan ‘Consultation Statement’ and ‘Basic Condition Statement’ are sent to the examiner.
  • The Examiner writes a report on the Plan, stating whether it can go for referendum or needs further amendment.
  • The final version goes to local referendum conducted by CBC.
  • If 50% + 1 of respondents agree, the Neighbourhood Plan becomes law.

A Statutory Consultation Period lasting 6 weeks (26 Feb - 11 Apr 2018) provides an opportunity for parishioners and interested parties to comment on the content of the Plan. All comments will be considered and may introduce some changes.

Your comments will be vital in contributing to the formal version of your Neighbourhood Plan.

How do I take part in the Statutory Consultation?

There are 2 ways to take part:

1. Participate in the online survey:

Parish Resident/ Local Business - If you are resident in the parish, responding on behalf of a local parish-based business or organistaion please use the hyper-link below to open the Response Form. Please note it is not possible to save your response for return at a later time. Responses received outside the Consultation time frame (26 Feb - 11 Apr 2018) will not be eligible for consideration. If you elect to take part 'on line', you are dependant on local broadband speed which varies throughout the parish and over which we have no control. The survey can be accessed via tyhe 'Home' page.

Statutory Consultee - If you are responding on behalf of a national organisation, utility company or business outside the parish but with interests in the content of the local plan, please use the hyper link below to open the Response Form. Please note it is not possible to save your response for return at a later time. Responses received outside the Consultation time frame (26 Feb - 11 Apr 2018) will not be eligible for consideration. 2. Attend a Public Consultation Event:

Public Consultations are arranged in the Parish to enable interested parties to participate in the Survey. The events will be held at:

  1. Friday March 2nd; - 2 to 4.30pm and 6 to 8-30pm at Upper Caldecote Methodist Church Hall
  2. Saturday March 3rd - 2 to 5pm at Northill Village Hall 

Participants will be able to view the Draft Plan and then complete the ‘Comments Form’. Steering Group members, who have been involved in drafting the Northill Parish Neighbourhood Plan, will be available to assist if required. Completed Comment Forms can be left at the event or taken home for completion then placed in a sealed envelope and returned to a local address. See the 'Home Page' for details of local addresses.

What happens next?

  • The Steering Group (SG) review the comments and decide if any amendments are needed.
  • Northill Parish Council (NPC) agrees any revisions to the Plan and forwards it to Central Bedfordshire Council (CBC).

  • The Neighbourhood Plan ‘Consultation Statement’ and ‘Basic Condition Statement’ are sent to the examiner.
